The sentence is gramatically incorrect.
It should either be what you've suggested or it could be "This has been issued with the approval of XYZ."
They should correct it, especially if it's in government documents.

The sentence you have quoted is grammatically not correct. It probably was written by a person who visualized the sentence first in his native language and then translated it (transliterated) in English. This type of error happens many a times in countries where English is not the main language. We come across many such sentences which sometimes make us laugh uncontrollably!
I agree with your version of the sentence.
