Yea to signal the guy in motion could be an A back, Wide Reciever and depending on your offense could let the center know that that guy is coming in motion so QB will be expecting the snap soon.

Lets the center know that they're ready to receive the snap when they're in the shotgun. The center is looking back looking for that signal to know when to snap the ball.

when the QB is under center he is signaling a person to go in motion, if he is in the shotgun, he is signaling the snap count for the center

in loud stadiums its used in shotgun if the center can't easily hear the quarterback.. and sumtimes u'll see him do it several times and that just simulates the snap count.. such as if its on 3 he'll do that three times just like u'd say go/hut/etc three times to snap it

They use it when its so loud they cant hear the snap count
