For example you could open a share builder (www.sharebuilder.com) account, with the basic program it's a $4 fee to purchase stocks or ETF's. There are many others out there that let you invest at low cost.

You could buy as little as say $10 but that wouldn't be wise with a 4$ fee as you would be loosing 40% right off the bat. The least i would do is $100, then a $4 fees is 4%, still high but managable. I tend to do $500 or more, making the fee less than 1% of the purchase.

So if you started with $100 less the $4 fee that would be $96.00 worth of apple at todays price of $166.98 or you would own 0.5749 shares or 57.49 percent of a share. And yes they do carry it out that far.
