There are a number of schools. Rice University and the University of Houston main campus (UH) offer nationally recognized programs in business. I believe that UH is the only one to offer a formal undergraduate program; Rice's program is more focused on grad students (MBAs) but they used to offer a bachelors program in administration.
Other schools include UH downtown campus, University of St. Thomas, Houston Baptist University. DeVry also has a campus here, I believe, as does LeTourneau. I cannot vouch for either program.
If you are interested in beginning at a community college, the Houston Community College System offers 2-yr associate degree programs which will also allow a student to transfer to one of the "bigger" schools - although you'd still have to apply at that point.
I would recommend the University of Houston. Its business school is outstanding and growing in reputation and it's a public school (good if you're a Texas resident; still inexpensive if you're not). Plus, you'll be surrounded by others that have similar career interests. Rice is one of the best universities in the country, period. However, its undergraduate business school offerings are, at best, limited and therefore it may not give you the flexibility most students would like (in terms of its business curriculum).
