Someone told me that it is fairly shared ,but I see programs like Limewire ,it pull nearly all connection speed for itself and other download from Internet explorer etc... goes slow

How limewire does that ,and how I can force other programs to do that too ??

Agressive buffering ,so is there is a Program that send request for other program and "aggresive buffer " ,then return Buffered data as requested ?!

Much depends on how the program is written. Aggressive buffering helps, choosing the right protocol makes a big difference. None of those things are something you can change as the user of a program.
