When toilet paper gets wet, and then dries again, it forms a seemingly permanent mixture. Remember paper-mache in school? The wet paper will wrap around and stick to leaves and branches, and be impossible to pull down.
Start by picking up all the pieces on the ground, and tugging the paper back off the way it landed (from the end, not the beginning?) Trying to say, pull it along the path it was already traveling, so that the leaves and branches go 'with' it instead of against it.
Then, use a leaf blower to lift and loosen the rest -- you may be able to get most of the long pieces this way. Have a helper grab onto any ends that they can reach, and tease them down the branches.

Sweeping soggy toilet paper seems counter productive to me..
I would go around and pick up everything I can first. If the lawn is dry and there are little pieces, you could rake them up. Grab longer pieces with a stick and ladder (try going with the toilet paper). If you can figure out what direction is was thrown from you might be able to go with the grain instead of ripping into smaller pieces.
It's pretty much going to take time and effort. One of things I found works best is cleaning it early morning, so no one is the wiser come afternoon. That always shows them.

Look at it this way, You are all set up for halloween. And the elements will take care of most of it anyway. May not be legal to shoot them , but nobody said anything about watering them down. Or a potatoe cannon.

let it be... these things are biodegradable anyway. the rain can also help so just wait for it to come. however, if you are in such a hurry you can use a long stick to pick them out of the tree but this is very tiring and, can be a risky thing to do when you try to climb the tree itself or use a ladder

Take the big stuff down first. Then get the hose out, & wet it down. Finaly sweep up the soggy wet piles & toss em' out.

You have to wipe them off. Just kidding. Probably a waterhose. Some of them biodegrade pretty quickly.
