What kind of authority does Paypal have?

Let's say paypal says i have to give a refund for something that i have no reason to give a refund for and im being portrayed as the bad guy. What can they do if i dont give a refund to the person? I can imagine anything that they can do except write an angry letter.

these days whenever i have a problem with an ebay seller, i don't bother with ebay, i go straight to paypal.
