Yes, your characters will still be there. You just won't be able to play until you start paying again.
I quit WoW for about 5 months, then got Burning Crusade and installed it. After I started playing again my old account and all the characters where still there.

Once your monthly pay is over You can not play on your character until you start buying again, however all your data will be kept.

You characters will not be deleted once you cancel

Blizzard never Deletes your character information. Will be there when/if you go back.

They do not delete toons.
