I would NOT recommend community college for you. You can do much better. Your GPA and ACT will get you into a lot of excellent schools (though not the most elite schools). Someone else suggested schools in the CSU system -- which are almost as bad. Don't listen to them.
Princeton Review has a tool on their web site where you enter information about your interests and your background & it spits out a list of appropriate colleges for you. The link is below.

Congratulations! I went to the University of California, Davis (Class of 2003). Significant reminiscences had been commencing my eyes to connections among the quite a lot of disciplines I used to be learning. As you development by way of your typical schooling necessities (i.e., slash department guides external your principal field of research), you'll be able to most of the time become aware of a few commonalities, equivalent veins of proposal, and one consistent that I'll under no circumstances omit: the whole thing you research includes a research of historical past, be it often or the distinctive historical past of the area handy. The extra you'll admire how your principal suits into the greater photograph of human historical past, the extra gratifying and enriching your institution revel in will probably be. Have a quality time, and excellent of good fortune to you!

Don't do a community college! You have pretty good grades and a pretty good ACT score, so you'll get in somewhere...
look at basically any state schools (except the very hard ones like UNC Chapel Hill and UVA)...plus you could look at Syracuse, Ithaca, Providence, Union, Hampshire (very good in art), Hobart & William Smith, Susquehanna, and Bard (also artsy)

If you are uncertain of your intended major, I would suggest attending your local community college first. The requirements for business, art, and engineering are drastically different and it would be easier and cheaper to make changes at a community college. For instance, business requires finite math, business calculus, and/or statistics. Art requires a general education math class. Engineering requires three semesters of calculus.
