The signal is weak at home, but strong while at work. It discharges faster at home, but not at work.

Yes it's normal. It's because your phone uses more power when it's searching for a signal. If you have a weak signal at home, your phone is working harder and discharges faster.

I would have to say yes, because the phone is looking for a new, better signal or a different tower ( other tower might be out of range for a good signal) so this uses some of the battery up more. I am not so sure that this would pose a problem of battery life, but it does take more than on a full signal connection

Your cell phone is working to search for a stronger signal. My battery lasts 3-4 days but if I am out of area it depletes fast.

Yes this is perfectly normal, and it discharges the battery faster because it needs to send it's signal at a higher power output, and hence uses more power doing so.

It may have an internal function that keeps searching for a stronger signal until it reaches a threshold.

Well the signal thing is understandable but not the charge...you might have it looked at.
