and i havent talked about my cellphone in a while i need to upgrade it but how do i convince him to do it today when he comes from work.i have been good lately so how do i do it my grades are good i dont know any ideas.

There must be a good reason that your phone was disconnected... We don't know that reason, but you do.. Start by talking to your dad about that, and what you can do to fix the situation...

Pay your cell phone bill.
When they run a special on the new phone you want, have some money put away so you can pay for it.
