Call Cebu Pacific Cutomer Care. If they do not attend to you immediately, ask them about this Customer Care / culture document, so that they will know you have high expectations as a customer who flew with them.

Is this an e-ticket? If it is, you would just need your record locator.
If it is a paper ticket, call your reservation office or local Cebu Pacific branch to get a certidication. Their maybe some penalties for the lost tickets though.

I am posting the link on how you may contact them. If you explain why you need the certification, I do not see any reason why they will not do so. Cebu Pacific is very customer-oriented and I am sure they will oblige. Otherwise, post this again and I will talk to them.
