hacking your 1+mil on runescape because you bought in on ebay for money and someone you know hacked you??

There's a few problems with that.
1. According to jagex all accounts & everything within the game are theirs.
2. You broke the games rules by doing real world trading.
3. You have to have proof in order to report them.
4. Technically according to jagex you were buying stolen products in the first place. Therefore you are a criminal as well.
Going to the police would be like turning yourself in.

No. It's just a game, and there's nothing you can do about it. If you earned it yourself, it's still just a game. You bought it, and that's against the Runescape TOS, meaning that you yourself are just as guilty as they would be.

Normally I'd say yes (if you had proof), but it's against the TOS to buy Runescape accounts, so I don't believe you can.

You can, but I don't think they'll do anything about it. I mean, when your car get burglarized, all they do is take what was stolen, and then tell you to report it to your insurance agent. They don't even bother dusting for fingerprints. If they can't do something that simple, you think they're going to do something on the internet?
