I like Cheese’s idea about a poem. You could send that person an email that reads something like this:
You’ve been away so long. Your return has inspired me to open up a box of crayons and write this poem:
My mermen fawn, my beautiful prawn, where on earth had you possibly gone?
Did you leave with the dawn or dance upon moonclouds on your way to Taiwan?
I think of you often while mowing my lawn.
Hey, wait just a sec… Come be my pawn, we'll start a salon!
We’ll swing by Exxon…then head to Saigon!

You know me Silva...when in doubt, resort to a poem. Something snazzy like:
Your 5-10 is over
So I wanted to write you this rhyme
Welcome back to YA buddy
Now stay out of prison this time!
Now granted, that is pretty situational and MAY not apply in some situations. You could generalize a little more and go with something like:
No matter what a failure you've been
No matter you're paranoid fears
Whether moron or incompetent fool
We'll always accept you here!
That's just a little pick me up of course, and that may be overly bright for the type of message you're trying to send. You may not want the guy to think you're interested in him for goodness sake! So here's something a bit more neutral:
If you leave us again, I'll gouge out your eyes
And tear out your heart with my hands
Then stomp on your skull and spit on your corpse
And make silly putty out of your glands.
Still too mushy? I can't help it...I'm that kind of a guy. Anyway Silva, feel free to copy and paste any of mine (since they all came from Hallmark cards anyway ) or create one of your own. Have fun with it! Someone who's been gone a while always likes a little "welcome back" poetry. :)

You might post a question such as the one
you are doing now and hopefully that person
would reply with what he or she would like
to have as a welcome back to the old gang gift.
I think just post a question along the lines that queries,
"Would you all sign your avatar's name
as a
(Welcome Back to the Fold) to:________________."
And if you want to fill in their avatar's name fine
&
if not, end it with just the Welcome Back to the Fold.
I think that would be nice.
I'd add my name and so would others.
Most of us would even add a comment
about how we missed them.

What a horrible answer someone gave when they said herpes.
How about just a simple "welcome back." And, if you missed them. And "we missed you, glad you're back.
They have all sorts of electronic greeting cards that you might use.
