I am assuming that you are not using ASP.Net. Yes you need a web server with frontpage server extentions installed to interpret the asp code. You can install IIS and frontpage server extensions. You may have this component already available depending on your OS. Look at control panel and Add/Remove Windows Components -> There should be something called Internet or web components. Highlight it and click on details. Of course you will need to set up the web server. Just go to Microsoft.com and search for IIS.

If you are running the script from a host site just make sure that they allow ASP scripts and that your site is turned on to use it.

In either way a bona-fide server installation is in the equation; you can't just ASP your code and expect Dreamweaver can deal with in in appropriate way.
