Yes and glue all that together with a water-proof glue and you have it. The bigger your boat, the more maximum load.
I got a few links. Remember, ping-pong balls may melt with Epoxy Resins. I would test them and maybe use "Dap Weldwood".

I give you this picture for encouragement. If this guy can put an outboard engine on a pumpkin and it float you can do what you wanting to do. I feel your main focus will be the type of Glue you use as not to melt your ping-pong balls.
