I'm completely clueless and would very muccch appreciate help :]

It's true whenever one of the following is true:

x+3 > x -2 >= 0

x + 3 > -(x-2) >=0

-(x+3) > (x-2) >=0

-(x+3) > - (x-2) >=0.

The first one is true whenever x >=2. The last one is never true. I'll let you work out the second and third cases yourself (and also the reasons behind what I wrote).

You could graph these two 'v-shaped' graphs, and then find where the graph of the first part is ABOVE the graph of the second part.
