Do you want streets or "safe haven" places? And for what ages? Most of the malls do trick or treating store to store. Fiesta mall is good as an alternative to door to door. The AZ Science Center offers Hallopolozza with trick or treating and haunted events at the center. YMCA in Ahwatukee has a trunk or treat event on Friday. In the west valley, they have an event (on saturday before HW, I think) where you trick or treat between hot air balloons. There is also an event at the Sahuaro? park, next to the glendale library, on Halloween night. As for streets, look for one with lots of lights and decorations and go after 7pm when those with little kids have come back from their own trick or treating. Check the Holiday Phoenix events section of 'about.com' for full HW listings.

In my experience it would be the northwest part of Glendale around 75th ave between Union Hills and Beardsley. Houses are close together for limited walking and local authorities are patrolling the streets keeping vandals away.

lake havasu city, they shut down the downtown area and just have a huge festival that night, last year 3000 kids showed up, the city got the award from the state for the best outdoor event,, this year its even bigger

the Zoo has Halloween festivities too...also alot of the communities will have something like carnivals and such at the community centers...at least they did in Gilbert.

Winterhaven in Tucson
it's like a frickin candy mine. they also have the BEST decorations of anybody. it's really beautiful if you just want to go look. between the happy kids in cute/scary/etc. costumes, the decorations, and the haunted houses, it's SOO awesome.
