I am 17 years old and I was just wondering, it says on the California DMV website that the car has to be legal with a front and back lisence plate on it, but if you just bought a new car and the DMV hasn't sent you your license plates yet, then can you still take the test with that car??? It has the little registration packet taped to the front window still, so if it is legal to drive on the streets then it should be legal to take on the streets with a driving instructor, right?

The temporary plates count. You're ok.
The intent is to make everyone bring a PERFECTLY legal car. If one plate is missing when two were issued, it's not perfect.

Your car is legal for street use as dertermined by the CHP. Thenyour car is legal for the road test. But if you do have ?s still why not call your local DMV and ask.

If it is street legal then you can use it
