Pretty likely to be never. If you look at the amount of energy consumed by cars that run on the ground, it's pretty clear that society can't afford to increase that much, and you'd have to increase it a lot to get the cars flying.
That's ignoring the obvious safety problems that would have to be overcome.
Some new (energy efficient) form of flight that an idiot can land safely would make it easier, but that may be many lifetimes away.

The darn things are flying off the roads as it is!
While I've been reading Science Fiction since the sixties, this is one dream that won't come true. People are not controlling themselves well enough in a single plane of movement. If any private vehicles were ever to be built, they would be fully automated with no input from the passsenger(no drivers, just passengers). The trend towards this automation has already started under the disguise of "safety". rear view cameras, automatic parking, collision avoidance systems.....
