"Styro Glue" from Joann's or other craft places should do the trick.

There's also CraftyDab "craft foam glue".

I listed a third glue below, but I believe it's more for styrofoam construction, like models and fitted cases and might have toxic fumes.

this could be what Sandy is conversing approximately yet i've got used super seventy seven on Styrofoam sheets and it labored super, its a sprig glue. It certainly does soften the froth a tiny bit yet no longer adequate to truly reason issues, basically spray it on gently and use a lot of tension for a protracted time on an analogous time because all of it instruments. there is likewise a super ninety 9 it is supposedly greater efficient, i don't be attentive to if that would soften the froth too a lot

You can dips the tips of straight pins into craft, Elmer's, etc. glue before inserting them into the styrofoam balls, and that will make them extra secure. They won't fall out, easily, that's for sure. If you don't want to use straight pins, you can use a good quality craft glue, or a low-heat glue gun. :))

If you really have your heart set on this and the glue does not work, how about wrapping a lump of polyfill with cloth and sewing it shut, then sewing your flowers onto that. You could sew each flower onto the one on the opposite side of the ball, and then they would not flop.
