Tripod has a lot of neat stuff you can add to your site as well and pretty good backgrounds that you can alter or change to your own.

There is NO reason why,
Unless you are of the opinion that it can all be done for FREE.
1st you need to purchase a Domain Name.
2nd you need to purchse a Web Hosting Service that will Publish your site on the Internet.
3rd You will need one of the many Softwares Available for you to design and maintain the site you develop.
Oh let'not forget there are hundreds of places out there that offer one or more portions of what you need and offer it free, Trust me when I say Nothing is Free these outfits are in buisness to make money, not give it away.
One of the best, fairest and easiest to deal with, not forgetting they offer all I mentioned above, is.

You can make very good websites with the package:
Macromedia Dreamweaver 8
It does most of the codeing for you. Very easy to use
