I think the most basic answer is "composition."

It is in the placement of design elements that the designer can influence how, and, in what order the viewer perceives the information offered.

In the Western Culture, for example, the page is usually read from left to right, and top to bottom. The elements, therefore, in a composition should take advantage of this natural eye movement in ordet to "tell the story" of the compositon. In a piece of commercial art, such as a newspaper add, the top of the page should call attention to the reader. The center sections should present the product and services, while the bottom of the add should direct the consumer as to what should be done, such as to phone this number.

In a painting, or illustration, these and other "tricks" can be played on the observer's eye. A flowing "S" curve of a stream or road way can lead the viewer from the background to the subject in the forground. In many cases, the composition will take advantage of the fact that the eye will naturally seek the "optical center" of a frame, which is not in the middle, but, rather, a bit to the upper left, right, or bottom left or right of the center. The most important object will be placed there. Also, typically, a subject will be shown moving or facing INTO the frame, rather than moving or facing out.

The artist has a LOT of control over the viewers perception of the work.
