'Is' is the bit from the verb 'to be' and so is not an action. That is nos 2 and 4. The other verbs are roam, use and see. no 3 has a being verb can and an action verb participle run.

The word "be" is also a verb because "being" is an action. All of the forms of "to be" are verbs, too. "Is, are," and, "am" are verbs.
