Technically, you could argue it was the exact reverse.

Terrorism is doing harm and saying "bend to our wishes or you'll get more and it will get worse".

In the case of the nukes, they used the very most powerful weapons at their disposal to shock Japan into surrender, and save everybody a US landing in force in the archipel that would have caused a long war of attrition and likely cause tens, if not hundreds, of thousands additional dead, as well as effectively destroyed Japan to a degree that would have been worse than the state Germany was left.

I am not sure how long it would have taken the US to make more nukes if the two they used had not succeeded in forcing a surrender.

No. It was not. It was an act of on openly declared war. It was either that or continue conventional bombing and then an invasion of Japan that would have resulted in many more deaths.
