Playing arhythmically on a monotone doesn't help much but it's the fourth section of the overture to the opera William Tell by Rossini. The overture is about 13 minutes long and falls into four clear sections - the first a beautiful lyrical section with several solo cellos - the second an exciting storm sequence - the third a sort-of shepherd's pastoral song - and the fourth the famous 'galop' we all know (also used as the theme for 'The Lone Ranger' in the 1950s/60s).
