I basically just need to know what roosevelt did when he had to face the problem, like how did he issue it?

If you mean how did he issue the declaration of war he simply asked for it after Pearl Harbor was bombed. Since Japan and Germany were allies it meant we could go to war against them to.

He went to a meeting of the Congress of the U.S. Under our Constitution, only Congress can declare war. He said, "On December the seventh, 1941, a date which will live in infamy, the United States was treacherously attacked by forces of the Empire of Japan."

First, in good grammar, he should have said "a date that will live in infamy."

The Congress approved a bill to declare war against Japan, Italy, Germany, and other enemies of our country at that time.

apparently, he wanted to get involved in WW2 in Europe early than Dec, 1941 but didn't think the American people or Congress would approve. And Congress has to approve a war for us to get into it - or, at least, that's the way it used to be.

So it was not until Pearl Harbor, Hawaii was bombed
that he asked Congress for a resolution of war which included the war in Europe and in the Pacific.

if i am reading your question correctly what Roosevelt did was call a joint session of congress and ask for a declaration of war against Japan and Germany. we didn't have tv but i clearly recall the speech that was broadcast on the radio. it is one of my fondest memories.
