Have a look on wikipedia - 'road numbering schemes' for a full explanation . All roads in England have the 1st number between 1 & 6 - apart from the A 74 which starts just outside Carlisle then continues on to Glasgow . Scottish roads are numbered from 7 to 9 apart from the A 1 which runs south from Edinburgh to London

In 1921. If you obtain a copy of "Know your trafic signs" a Department of Transport publication it will give you a brief history of signs and numbering.
