No. They are not soluable. All solvents have small amounts of water in them. When running reactions it is common practice to "dry" the solvent (remove the residual water). Chlorinated solvents, including carbon tetrachloride, are very useful for running reactions because they are known to contain very little, if any, H2O. Hope this helps.
