It's a state issue, because it's really outside the scope of federal lawmaking authority.
But -- I've never understood how you can take a private action that is between two consenting adults -- and which is constitutionally protected when between two consenting adults -- and suddenly make it illegal just because you wrap a contract around it.
You can have sex -- you can have sex for favors -- you can have sex after someone gives you a gift -- but you cannot have sex after someone gives you money to have sex?
Seems like a completely arbitrary and irrational line to draw.

Prostitution should be legalized and be listed as a profession. The workers could have a union, get benefits, and health insurance. This would mean there would be an age limit and safer sex for all. The johns could even get a tax break! Oh, that might not work....
Law enforcement could be put to better use - instead of the cops looking for hookers, they could be looking for killers, guns, rapists, thieves, and crimes that affect everyone.

You can take arguments for and against it all day, but that isn't going to solve the issue.
I think your biggest problem here is getting a politician to introduce the legislation to make it legal. There would be so many persons with moral values opposed to this he would be committing political suicide.

Should be completly legal, since there is no reason for it too be illegal. Making it illegal has done nothing but help the spread of AIDS, create violent pimps and give orginized crime more cash.

Yes. Money for sex (literally) is called a dowry in some religions. There are exceptions in various jurisdictions based on this concept. If they can except this they should except it all.
