9/11 would still have happened, and Gore would still have invaded Afghanistan. Events there probably would play out as they did, with a lot of terrorists and Taliban captured or killed but with the leaders of each escaping, probably into Pakistan. Republicans would blame that failure on Gore's policies and would make a run at the presidency. 2004 would have been another close election since the Republicans probably would nominate a polarizing figure like Tom Delay or Newt Gingrich or even give George W. another shot. McCain might have been an early favorite, like Dean Howard was, put some stance on some issue probably would have knocked him out of favor with the Republican base.
I think Iraq would not have been invaded, and Saddam Hussein and his sons would still be alive. Saddam was a master of doing enough to rile people up but not give a justifiable reason to take him out, which is why Bush is in the spot he's in now. Heck, we might have even gone softer on Saddam than before 9/11 just because we might see him as a possible ally against the fundamentalist regime in Iran, just like Musharraf in Pakistan.
The rest of the world probably would carry on as they did. Maybe Blair would be more popular, having defended the more sound Gore policies than the crazy Bush policies. Putin would not be so on edge since Gore's military use wouldn't seem so much like expanding American influence as Bush's policies do.

The GOP had sturdy courtroom docket annoying circumstances waiting for the Democratic voter fraud in a minimum of three diverse States that had more suitable electoral votes than Florida. That became the fall-decrease back position. It became more straightforward to win a sparkling decrease victory in a unmarried State - Florida. Gore made the deadly mistake of soliciting for the re-count number style of in truth some counties that he had cherry-picked by technique of utilizing truth they have been managed by technique of Democrats. Then at the same time as he lost the case in an extremely undesirable decision by technique of a Democrat-packed Florida ideal courtroom docket which he idea he had less than pressure, he mandatory it taken to the U. S. ideal courtroom docket. the decision that killed him became 7-2 with even the liberal justices vote casting adversarial to him. the 2d vote became a formality. the international would have replaced for the more suitable extreme by technique of utilizing truth Al Gore shown a record of truly undesirable judgment as a vice-president and as a candidate. God shelter the U. S. and the free international. there is no telling what would have exceeded off if our freedom and shelter practices had relied on the judgment of Al Gore.

Gore would have never invaded Iraq, that's for sure.
He'd probably would have stayed the course in Afghanistan and we would have captured Osama Bin Laden by now.
Then Gore would focus his attention on the Environment and Global Warming which would have made people vote against him in 04.
There also wouldn't have been any tax cuts.

Afghanastan would have been a limited war, Saddam would still be in power in Iraq, and we would all be up in arms and questioning the validity of the the "Global War on Pollution," where the coaltion of the willing would consist of the US and Japan while a bunch of different dudes in in Asia are the bad guys.
Everytrhing else would be pretty much business as usual.

Gore would have never started a war to end terrorism and put down a dictator whom was killing his own citizens. We would all be speaking Arabic. Just like we would be speak German if it weren't for Roosevelt. History repeats itself. Dems need to open a history sometime.

the possibilities are endless. Although I don't think he would have decided that invading Iraq was a proper response to 9/11.

My taxes would be twice as high.
Gas would be about seven bucks a gallon.
After 9/11, we would have thrown money at the Taliban instead of bombs.
