For the US, typically September through October. August can be bad too, but usually only the later part of the month - we've had some VERY bad ones in late August. Go here: http://www.aoml.noaa.gov/hrd/tcfaq/tcfaqHED.html

Scroll down to item numbers E12, E13, and E14 for the info on the US strikes' deadliest, costliest, and most intense.

Also, I don't think those tables show the exact date, just the year, so you can go back to the main page of the National Hurricane Center's Site and look at the archives by year (in the menu on the left, under hurricane history): http://www.nhc.noaa.gov/

Worldwide, tropical cyclone activity peaks in late summer, when the difference between temperatures aloft and sea surface temperatures is the greatest. However, each particular basin has its own seasonal patterns. On a worldwide scale, May is the least active month, while September is the most active. In the Northern Atlantic Ocean, a distinct hurricane season occurs from June 1 to November 30, sharply peaking from late August through September.

The statistical peak of the Atlantic hurricane season is September 10.

The last category IV or higher was Hurricane Katrina. It reached it's peak on August 28th 2005 at a category V, while in the Gulf Of Mexico.

Hurricane season is from June until November. Since I've lived in Florida, they have been most active after school starts in August, though this year there were early tropical storms out there. I know Andrew was a 5 when it hit in the 90s, but I have only been here 8 years, so I can't help you with the second part to your question. I think most hurricanes have been a 3 since I've been here. Katrina was a 3 and look at the damage it did. Charlie was a 3 too. I was close to Charlie's path, but it turned before it got to my city.
