First off, when a person is charged with a crime, is it public record? Second, where would one go to see a listing of charges for a county or city?

I am curious because I am pretty sure someone in my neighborhood has been charged with a crime, and I was wondering if this is something I can find out online.

I am not 100% but I do not in the UK, from researching my family tree and trying to find service records for the forces and prison records, that due to data protection certain info is only available to next of kin or so many years after the person has passed away.
