By attacking the underlining cause of gangs, which has always been a reaction to an ideolistic imbalance. You can even think of the founding fathers of this country as being part of a gang. So you can't get rid of the idea of gangs without getting rid of the need for revolution, which gangs are a sign of a need for. Hence why we have a screwed up country, somethings wrong when the culture of gangs becomes mainstream yet nothing has changed in our society. The reason for this are a bit..... deep in explanation so lets not go down that path. What you need to understand is simply the frist statement. Get rid of the need for revolution (change) you get rid of the gangs. So a globally unifing ideology WOULD deal with the gang issue. Look up small group dynamics on the internet......
