Basically, President James Monroe was promising America will stay out of the European wars and colonialism as long as the European powers would stay out of America. It came at a pretty acceptable time because Europe had been fighting the Napoleonic wars and the Russo-Japanese War, we already purchased bought the Louisiana Purchase from the French in 1803, fought the British in the War of 1812, and negotiated with Spain for Florida in 1822. In addition, Chile, Argentina, and Venezuela had just won their independence. So everybody was ready for at least a little organization to the fighting.

It prohibited colonization by European powers in North, Central, and South America and forbade them from interfering with the affairs of the newly independent nations in the New World. This policy, of course, would therefore extend to Latin America.
