Polish people are actually smart.
Unfortunately, they live in a geographical region that doesn't allow for much prosperity, and which is between various nations that have historically had designs for empire. They've been owned by everyone except the Japanese. That means they got kicked around a lot, and since they were perceived as weak, it was easy to make fun of them.

I can only tell you my story.
When I was little they were called Pollack jokes. I didn't know what a 'pollack' was. I thought it was a made-up name for some kind of crazy character you might find in Mad Magazine or something. I thought it was a fictional type of human made up to be really backwards and dumb. Later, I found out that some people called Polish people 'Pollacks'. I thought, "What the hell kind of name is 'Pollack' for 'Poles'?" I still don't get that. So, anyway, now nobody calls Poles 'Pollack' anymore. But there should be a fictional character like that so we can transfer ALL the stereotypes and we can ALL enjoy the jokes. When I thought 'Pollack' was a fictional character, the jokes were funny.

The "Polish joke" in America is part of an international genre of ethnic jokes against whatever ethnic group is locally perceived as stupid. Similar jokes - very often the exact same jokes - are told in the Netherlands and France against the Belgians, in England against the Irish, in the Czech Republic against the Slovaks, and in Ireland against Kerrymen (the inhabitants of Kerry, a very rural county in the southwest of Ireland).

Across cultural history, there have always been situations in which one culture thinks it's superior to that of its neighbor and will make jokes about them.
For example, people from the city tend to think that they're superior to people from the country. In reality, there are lots of really smart country people and lots of really dense city people. But if you ignore that fact, city people can easily make jokes about the other.
Polish immigrants tended to come to the US from rural environments and were not familiar with American culture. It was easy to make fun of them because of that.

The Poles were one of the last ethnic groups to immigrate to the US in a large group. People used to tell jokes about each group of immigrants - they didn't know the language, they didn't know the customs, they tended to stick together, so it was easy to ridicule them. There used to be german jokes, and irish jokes, too. Each time a wave of immigrants came along, the jokes got updated to pick on the latest group. Polish jokes remained because nothing else replaced them.

Because Polish people don't run wild in the streets when someone makes a joke or offensive remark, they know they are not stupid and that is enough for them.

The Polish are known for being a little on the dense side though that is no necessarily true. People just tend to be ignorant & like to laugh & make fun of other people.
