I used to wear vintage clothes and accessories a lot... I went through this phase last year, and I dressed like a flapper all the time. haha, it was fun :)
Anyway, I think the most I ever spent on something was $30 on a really amazing hat. I wore it like 10 times, so it was worth it!
I used to get most of my clothes on ebay. The second hand stores here don't sell really good clothes that are actually vintage and not just last years cast offs. I would find some good things at the salvation army store, but mostly I would stick with ebay because looking in stores took so long, and was usually not worth it.
There was one good vintage store that sold amazing vintage clothes, but the prices were ridiculous. Especially when I knew I wouldn't be wearing 1920's garb for forever :) I have so much fun with fashion! It's so silly to be stuck in a "genre" in my opinion.

Value Village... and the amount I would pay, would depend on the type and quality of the item (even more so than the brand).

Vintage clothing stores.... eBay. My son's girfriend has both a store in Tulsa and sells on eBay....
