Kayleen and Elin roll off the tongue best of those you've listed. Personally, if I were blessed with twin girls, I'd name them Cameo and Camille.
By the way, I wouldn't go for any funky spellings of fairly common names, and as a teacher for 16 years, I've just about heard them all. When the the roll is called, your kids' names will be mangled in every class every year, and classmates will give your girls strange looks for having such "weird" names. They'll also be having to correct people and paperwork all their lives. Also, they'll feel left out when looking for any premade "personalized" items.

Chloe Choi -I don't like the combination Chloe Choi, they're way too close together.
Rachael Choi -So sweet! I love it.
Kayleen Choi -I don't like it. The other names you picked are so classy, and Kayleen sounds like a redneck stripper.
Ally Choi -I would go with Alison or Alicia as a given name, and call her Ally.
Elin Choi -I much prefer the Ellen spelling.
My favorites for you are Ellen and Rachael. Classic, beautiful, and they sound nice together.
