so how would you trace someone who is sending you hate email if they use a proxy server?

most proxy servers hide your ip. they are normally used to bypass certain network filters.

When you search for an web address , you send the information through your ISP and returns infomation back through the same route.

Assuming you are A and your Destination is C.
Currently the flow will be like this:-

A---->ISP------>C
A<---ISP<------C

Your information is intercepted by the ISP.

However if you send access website throgh a Proxy Server Your information is fetched and processed by it leaving your ISP with no clue on your movement.
Proxy Server = B
A------>B------>C
A<------B<------C

And yes it hides your IP , since the Proxy Server has a common IP for all. It is recommended for anonymous surfing

PS: Answering you "Additional Details" Question . It is practicallly impossible to trace as these proxy servers are international and nothing much can we done until Police at top level is involved

I think you'd have to report it to the police and let them sort it out, they would be able to get the people who run the server to hand over the IP address and then they could trace them
