Be a charity box.
All it requires s for you to find a large enough box that you fit in, cut holes for your head and arms, and cut off the bottom so you can walk freely. You can decorate the box with the cause of your choice, and walk around with a smaller collection box or tin [preferably one you cannot open on your own,] and collect small change. It's original, and it'll do good :)

Well, first of all do you have any idea at all on what you want to be?
You can do a lot with make up and a few tweaks in the clothes you already have.
You could be a vampire --- vampire fangs are cheap, and you could wear your existing clothes. Do your hair up and put on some make up and you're ready to go.
Halloween makeup is cheap, too. Go to your local department store and there should be some for a reasonable price. With it you can turn yourself into a ghostly creature, a clown (which scares the crap outta me thinking about it) or god forbid a mime.
Countless possibilities if you can just pinpoint an idea.

Use a white sheet and be a ghost. (or a plaid blanket and be a Scottish ghost).
Use some old ripped clothes you may have that have not thrown away and dirty them up to be a coal miner. Use eye makeup to make your face look unshaven.
Take out a frying pan and spatula and say you are Emeril Lagasse.
Go to an army/navy store and look at what they may have cheap.
Remember... you don't have to look scary... you just have to dress up as someone else. Normally just a little work will make it happen.

I think a cowgirl is a easy costume to create. Just wear blue jeans and a button down shirt (preferably plaid). You can buy a toy gun at a dollar store and probably find a cowgirl hat for pretty cheap too.

Take an inventory of what you do have and what may be hanging around the house. It may be possible to make your self in to a gangster, waitress, cowgirl, janitor, or almost anything with a little imagination. But the first step is to see what you have.

Static cling, wear the clothes you have, than stick sheets and socks and clothes to it (saftey pins 2 the rescue!) for a rlly cute look slick your hair so it sticks straight up

Pin socks to your shirt and go as static cling. Or go out with a bunch of friends dressed in green and say you are Gang Green.
