French riviera is in the Mediterranean, no waves to speak of, and not much difference in tide.
The best bet will be the Atlantic coast, France for sure, Spain and Portugal maybe.
Also possible is Ireland and the South of England, but I have not heard about much surfing there.

Wind surfing is done in more places, including the French Riviera, but again the more challenging will be on the west coast of France.

South of France, Portugal for sure. Check out the Algarve region, Sagres...great waves and awesome scenery. I reccommend staying in the beach town of Lagos and taking a bus to Sagres...surfer there myself and LOVED it. Carlos house in Lagos is awesome if you are a young traveler....July is probably the best time or late May early june...not too many annoying tourists, good waves, and decent weather in the Algarve.
