Publics seats are shaped like a horseshoe where home ones are shaped like a circle.
What is the purpose? I imagine it has to do with other people's urine getting on the seat in the front but why isn't that an issue at home also?

OSHA regulations require the horseshoe seat, presumably to prevent the spread of venereal disease. You aren't going to get a venereal disease from a toilet seat, but that's the logic.

It's considerably more expensive to make a horseshoe seat, because it has to be a lot stronger.

In the home, if you don't spread a venereal disease in the bedroom, it's not likely to happen in the bathroom, no matter what kind of seat you have.

I don't know. That's a really good question though. OR would u rather be in France for a year on exchange only to discover that there's NO toilet seats on public toilets?

Yes, it's about pee on the toilet seat. I think people are less likely to touch a public restroom toilet seat to lift it than at home, so they wind up peeing on the seat more.

Some home toilet seats are elongated (horseshoe) as you describe. It is all in the choice of toilet style. Elongated ones allow more "access" to areas important to the task at hand (so to speak!).

Its for guys, when we pee, we don't want to touch the toilet seat in public restrooms. If that little opening wasn't there, we'd probably just try to pee into it without lifting the seat, and chances are there'd be pee on the seat. Lol. I imagine it's in the girl's restroom's for consistency.

The "horse shoe" style toilet seat was invented by an alcoholic who was tired of the seat hitting him in the back of the head each morning.

It depends where in the world you're talking about.
That may be the case where you are, but it isn't the case everywhere.
