Both are cool enough, which is better for you depends on what you like best.
Germany is a beer country in which also white wine is used often, France is wine country, red and white, where beer is also popular.
In Germany they speak better English than in France, but France is catching up on that.
Both have a lot of natural beauty, good museums, night-live and so on, different but it is there in both.
German is spoken, as (one of) the native language(s), in Germany, Austria, Switzerland, Belgium (a tiny little part of the country.)
And it is the second language and spoken in part of the country as good as the national language in Luxembourg.
There may be a few more small areas outside these countries where German is spoken, like a very small part of Italy is/was German, but it was never very popular.

You can´t say which country is cooler. France and Germany are so different, both are beautiful, have an interesting, but different culture. The people in Germany are more friendly than the French people, they are quite hostile when they hear English or any other language spoken. They are so proud of their own language. Especially the people in Paris behave in a very negative way when they hear someone speaking another language than French. However both countries are really worth a visit! German is spoken of course in Germany, but also in Switzerland and Austria. The accents in those countries are different than in Germany though.
