MS Paint, or any other digital art tool will not, somehow, produce and ability to draw. It is only a tool, much like a pencil or paint brush. Neither of these will make a person draw any better.

Drawing is a skill that can be learned and is honed by practice, much like any other skill. A great set of tools does not produce a good mechanic. A brand new, stainless steel kitchen with all the best appliances does not produce a good cook. The newest airplane, with the latest avionics will not produce a good pilot.

Just take a pencil and some paper and go out and sketch things from real life. Start drawing everything you see. Don't expect anything to come out a well as you'd like. Expertise comes with practice. Good drawing skills come from a LOT of practice.

As you grow more comfortable with your abilities, THEN learn to use the tools like MS Paint and others for the purposes they have been designed.
