No it's not allowed. They are just all the offcuts, offal and other bits of the turkey mulched and processed with binders etc. to make dino-turkey-burgers.

how can you eat that garbage...minced up processed 2nd rate turkey made into shapes and coated in yuck breadcrumbs...yyyyuuucckkkk

No, if this is the case, it would most certainly hit the headlines.
If however, it is, this product would most certainly be off the aisles in supermarkets/shops.
(If it isn't, it may be down to the error of the supermarket/shops)
