No changing the time on the clock either forward or backward has no effect on your computer or its performance

Not sure if it harms your computer but it does have effects on the game your playing! I had "animal crossing" for DS and changed time on that and it had horrible effects!

You mean overclock? If thats what you mean then yes if you do it wrong.
