Who May Register to Vote
You may register to vote if you meet the following criteria:
You are a United States citizen
You are a resident of California
You are at least 18 years of age (or will be by the date of the next election)
You are not in prison or on parole for conviction of a felony
You have not been judged by a court to be mentally incompetent to register and vote
Based on this you can vote in California if you are a convicted felon but have completed your time (prison and parole)
Nowhere in the 14th amendment are convicted felons prevented from voting.

It appears that felons cannot vote WHILE in prison, but after they are released, I assume that they could.

No, felons have to apply to their state to have that right restored. My ex is a convicted felon and I found out how to do it for him. He was denied because of the crime. They told him to try again in 5 yrs. If I remember, he had to write to the governer.
