First, note the word "neglect". That itself eliminates some of the choices.

It helps, then, to know what that word "salutary" means. So, checking a dictionary, you could substitute something like, "beneficial, wholesome"

In other words, it was a neglect (a way of NOT acting) with GOOD results.

How did that describe the British policy toward the colonies?

I invite you to look at where the phrase originated -- in the the expression "a wise and salutary neglect" used by Edmund Burke, speaking before Parliament on March 22, 1775. (The speech is titled "On Moving His Resolutions for Conciliation with the Colonies")

The political events in Britain had been combating every different, with little regard for the the demands or wants of the colonials. The tax coverage used to be to elevate budget, in part to offset the rate of preserving troops and Governors in America, however extra simply to elevate usual budget.
