You are in a peck of trouble, here! Why city and government agencies set up to protect consumers don't take appropriate actions is totally beyond me!!!
You are going to have to call in another professional to complete the work! Sorry!! You are out the money to the first contractor!!
Once the second contractor finishes, take his invoice you pay to the governing body. If they refuse to help you properly, go to a lawyer, and start a law suit against the plumber AND the city agency that is supposed to help you!!
This contractor is bordering on criminal!! MAN...I hate guys like this!! They make it so darn hard for honest, hardworking professioinals to get work, and to get paid!!

All of the above answers are good. I would take 3 steps: first; I would contact an attorney; second, I would write him a certified registered receipt letter so someone has to sign for it and you have a receipt, in that letter I would inform him that you have contacted an attorney and that you will also send a letter to the newspaper to be printed in the opinion section of the Sunday paper and you will run ads in the Thrifty Nickel asking him to come back and finish the work he started. Tell him in the letter if the work is not finished in 2 weeks you will start contacting the paper and the Thrifty Nickel. I would also tell the attorney that you are going to contact the paper and Thrifty Nickel and to include that in his letter to the plumber. If you get no response, start taking out the ads and running the letter in the opinion section. When he sees his name in the paper, along with the rest of the town, asking him to come back and finish a job, you will have his full attention. Also in the letter tell him that if you have not heard from him in 2 weeks you will contact another plumber to finish the work and sue him for the entire balance plus punitive damages, court and attorney costs, etc. It is amazing what happens when their name hits the paper with a letter like that. It is a bit drastic but it is effective. Plus, if you ever go to court, you have plenty of evidence of him not completing the work. Best of luck.

Contact him again and ask him to return to finish the job. Ask him when he is coming and then advise him if he fails to turn up yet again you will report him to your local council for giving false promises and that you fear your boiler isn't correctly fitted. If he isn't corgi registered you could well be uninsured if a fire did occur. You can also contact the federation of master builders to see if he is registered with them. If he is they will approach him to complete the work or he could be struck off the list.
hope you get it sorted as I know how you feel with builders as I have had my fair share of cowboys too.

At this point, your best recourse is to have an attorney write him a letter advising him to complete the job in a timely and workmanship manner, or you will have someone else complete the job and sue him for the cost.

LIke extremely undesirable nausea. obviously, that would properly be defined by technique of flu to a particular quantity. it really is your own organization and being with infant does no longer provide someone a top to fireside you. If he has a fax you can innundate him with requests. Worked for me: Cover sheet, supporting documents (your receipt) Fax. If a confirmation page is printed, include that with your next fax, new cover sheet of course. Keep adding pages and faxing. The person I had trouble with, finally called, "stop faxing me", (42 pages) I replied, at least it got you to call, when can I expect you to complete your job...

my sister had the same problem with her masonary guy. she asked her attorney to call and write letter about possible law sue if he dont finished the masonary project on time.
