The circulating taps are all open and radiators and water are hot, does anyone know why this is happening?

You should check the water temp. setting on the outlet of the boiler, to make sure it's not set too high!

Are you sure it's boiling, and not just air trapped in the system? Sometimes, ait entrpment can make a boiling. clanging sound in the system! you may just be hearing water hammer!! Try bleeding your rads to see if you get air. if there is no air in the system, and the water temp setting is correct, call a service pro in to trouble shoot your system, and fix it!

If you've bled your radiators and the water is circulating, you can tell this when they're on, open the petcock and the water will stream out under pressure.
If all this works then I would call a heating service out to have them check it out. It sounds like a control switch that isn't.

Check that there is no air in every rad first, have you ever that the system flushed out. The pipe gets a build up in them that can half the diameter of the pipe if is really bad. Try the air first because to flush the system is not cheap.

Sounds like you have a bad temperature controller circuit. Sure you have the right boiler water temperature sensor?

A bad sensor (dangerous) or the system is low on water both need to be addressed IMEADIATLEY!!!
